What aspect of it makes it too handy.
All weapons need a downside, and all of them need skill, they need players that identify themselves with the weapon like
"i'm good with the rifle/smg/shotgun"
Because right now you can't be good with any of them simply because you can't be bad with any of them, particularly since players are very easy to hit in this game, predictable animations, slow movement, bright colors, large hitboxes.
It's a game that you can't get good at because you can't be bad at it.
I mean you can be bad at it, but if that were the case, you'd have to be bad at every shooter on earth

And it's RoF is much higher than the Semi's. If the semi user miss the first shot, he is screwed. Even if the SMG miss the first shot, he can shoot fast and in the end makes no difference.
not screwed, but it the main advantage of a weapon that kills in one hit is killing people on the first shot

RoF invalides your argument. Unless the Submachinegunner is blind, he will hit at least enough to kill.
