A System to kick/Ban Hackers

Im new to AOS but its seems like a good game to play but when i join my first server, i see a player receive 243 kills in a short period of time and its was discouraging to see that there was no vote kick system on the server .
personal I think it Could be fixed by adding a system that would kick/or Ban players from the server for killing a number of players in a small amount of time and the numbers could be edited by the server owner. for example if a player where to receive 30 kills in 5 minutes the player would be kicked or banned automatically by the server. I know this idea may anger many players since they are able to obtain many kills legitly but so far on ever server i joined the most kills received by a player legitly is 19 kills in 7 minutes. Also the system should also be compatibly with ever server and installed automatically. i apologize if this system has already been posted thank you for your time.
