Its a good idea, but I don't see it happening anytime soon... Unless it is possible to create a pyspades script to do it?
On the default server software you cannot set the spawn locations (player, base, intel) and water is just the bottom most layer of the world. Using PySpades you can set repsawn points, the base location, and the intel location.
As it is you can build a map in game (F1 to save a map, then rename it out of game) but you'd have to run back to the base to get more blocks.
