What does /sitelogin do?

My friend showed me a new command. You type in /sitelogin (forum account) (password). I tried it and it said it logged in but I don't get the point of it. Can someone tell me what it does?

It is for the AoS leaderboard.When you kill,they will increase your score.Kodiak is currently first.

Where do I type that. At the forum login screen ? Or when you are in-game? or on the IRC. Can somebody explain that to me please.
