Increase spawn time (at least for squads)

The only reason squad spawning worked in BF3 is because of the long respawn times. In this game, you must eliminate a whole squad within 3 seconds or they just keep popping up.

Sorry to dissapoint, but I have had 30seconds plus squad respawn.
