Nonononono... He was saying that a server owner may troll people my editing the properties of a weapons so that they won't do any damage.

This is already do-able via pyspades script.

And besides, people would surely leave when they find out nothing does damage. The server would simply be left empty and die.

instead of having each server host the "packages" it should be hosted by ace of spades(to check that no script kiddie tries to duck up with other people.) and it should be maintained by the uploader, all the client has to do is check for the server dependencies, like this:

SERVER_DEPENDS={
PACKAGE_NAME,
PACKAGE_NAME2,
etc.
}


then the client downloads the packages that depends on in they respective server folder: "SERVER_NAME(or SERVER_ID) > MODS > "
Server Owners should register, with Ace of Spades, so it will receive a special ID(just in case Server Domain name changes).

On one hand, letting servers customize weapon stats would be great in the senses that a large number of heads testing multiple things is better for balance than a handful of heads testing a few things and the possibility of being able to pick and choose servers where weapons suit your playing style.

On the other, I'm not entirely certain most server hosts have the know-how to know what they're doing and not create some horrendous abomination that no one'll wanna play with nor am I at all confident most will bother making changes if their choices are not creating a fun environment for the players.
