This also fights with the philosophy that everyone on the field have equal chances. Some are just better players than others so they win, not because they have collected XP which they used for fancy upgrades. (or played in a server longer)
God forbid we make the least used weapon in the game useful! :P
And also, without upgrades the better players will still be better. It's not supposed to be fair, it's supposed to be equal. Everyone has the opportunity to get an upgrade, whether they're skilled enough to get it is the question. And maybe the best solution to getting the intel isn't direct combat. Instead of always trying to rush through killing every player you see, players who aren't that good at the game can find new, smarter ways of getting the intel. Such as tunneling under the enemy, using stealth or going around.
