Then why do people use the GBL? It's the same thing except a bit less convenient.

Because the gbl does not effect the server clientèle, only aimbotters. Which the server did not want in the first place, maybe a server has no rules against griefing for example or racism. And then one of these global server admins comes in and starts banning griefers, or muting the racists etc. Their doing the right thing, IN THEIR OPINION.

And it would be audious to check out the rules of each and every server before the global server admin enters. One solution would be to say "all servers on the masterlist will have the following rules: no griefing, no hacking etc etc etc" But that removes so much freedom from the server operators, and is not a path i would want AoS to go down.

Server owners should be able to pick and choose who THEY want to have admin capabilities.

Then it could be a server option that is off by default. I see nothing wrong with that.

The gbl is working just fine, the server admins on GH, minit, aloha etc seem to be doing a pretty good job atm.
