First off: How would the game detect that the towers were griefed?
What about this: On top of each tower, there is a green CP, that cannot be capped by normal means. Blue team needs to make the CP get down to a set Ground Level (not necesarily the water level), either by griefing the tower, or digging a small tunnel inside the tower, etc. But they need to get the CP down. Once it hits Ground level, it is automaticaly capped by Blue. If Green gets the CP up again, they cap it.
