Hello, I have some suggestions about commands and stuff like this :

1-Display every player ping with TAB, alongside with their score, ID and name

2-Command /accuracy on ALL servers, not only a few ones. This command is useful to spot aimbotters

3-Command : /ignore <playername> : ignore any message from this player, useful to make annoying players shut up, without relying on a votekick with its traditionnal 90% of abstention

why would you need to know other players ping, other than why they are sucking so bad.

Why would you need to know that? Speed hack gets detected most of the time anyway.

Where would the data be stored? In the players PC? Someone might accidentally get permabanned after fiddling with the file, and you can spot a botter quite easily.

This is useless, You can simply type /ping 'playername' or install mod loader and go from there.

Most good servers has this

If overcomplicated, these are actually good ideas and could be used to find players who intentionally exploit their high ping.

/hackinfo needs to be a standard in every server. If you don't know what it does, it shows you the headshot percentage, ratio and accuracy of the person you are suspecting.
