Gimp has and interface that is very unfamiliar and unintuitive, that's why I don't use it. On the other hand, Gimp has much more abilities and effects than what PDN could ever do.
If you're a beginner, I would suggest PDN. If you want function and professionalism over user-friendliness, use Gimp.
