That is actually because the NCR Vet Armor are Scavenged and rebuilt Riot Armor.

Same with Desert Ranger. Right after the bombs dropped, the Desert Rangers ( which we're already present before the Great war ) became like, the Pre-NCR, but more interested in helping the people. But when Legion came, they couldn't hold them off, and so when NCR came rolling along, they adopted the Desert Rangers. The Riot Gear found in Lonesome road is the armour that the NCR used for the '' Black Armour '' and Desert Rangers.

Elite Riot gear is awesome because its got like the same protection as Power armour, but with half the weight!
Not to mention, it looks sweet.

Well I re-started and have just got to the Northern Passage, playing on Very Hard/Hardcore mode and boy am I having fun. Got ambushed by just outside of Novac by four Legionary assassins, two centurae (AT LEVEL FUCKING FIVE WHAT THE duck) a Decanus and a Vexillarius. Got through only by the skin of my teeth too..
Well I'm about to enter Zion. Wish me luck.

Legionary Assassins suck. Everytime I go to the NCR Safehouse ( Its usually my base )They ambush me. And one time they actually went into the safehouse and attacked me indoors. D:
