Campers don't stand a chance if the server is full, but in most server it isn't so they get more then enough time to back-headshot you before you can react even if you know exactly where they are hiding. Also they sometimes come in groups, I noticed this in a tower map football stadium map, there were 3 spawncampers, all shooting from different sides. No team can stand against that...

As for the snipe-camp which people may complain about, it is a tactic. Smart people use this tactic. It ensures a high kill rate with a low death rate (depending on the map, this may vary). People who rush and charge out are quite stupid and prone to being killed very easily. Sure, it's brave and manly, but to the enemy team, its like "Oh, a free kill, yay!" *headshots enemy*.
I usually play on Goon Haven 1, where spawn-camping is virtually non-existent. I usually snipe from behind a two-thick wall. Occasionally I change spots. Personally I'd say I'm a very good anti-sniper in general. I mostly one-shot any enemy sniper, and if I don't, I persist until I win (obviously if he gets me first then...well...I respawn and go back to get revenge).

Why charge at the enemy, and get 1 kill for every 5 deaths when you can get like 20-30 kills per death if you use your mind instead of being, and I quote:brave and manly
