Anyways, you're experiencing voice cracks. This is common in early puberty and happens because your hormones are making your voice deepen. However, this only happens sometimes, and most of the time you'll speak normally. Overtime, though the voice cracks will become more frequent, and eventually your voice will be replaced by one far deeper in tone. Don't worry , its normal and you' won't even notice it over time.
Though I've never heard of anyone hitting pre-puberty at nine. Most get puberty at 11 or 13.
