2) Mac spoofing, in and of itself, does not "deprive of a right, money, or property by fraud" (see: http://dictionary.reference.com/browse/defraud
Therefor it is not wire fraud.

At least Build stopped posting after he made himself look very stupid several times.
Only the intentional manipulation of information/devices without authorization of the owning party (aka. hacking) is illegal.
Spoofing your MAC in order to access someones network or restricted services falls under that, other than that NOBODY cares, it's not even useful after your packets were transported outside your ISPs network.
I can only assume Build mixed up IP and MAC - adresses just any other computer illiterate out there who is using google and writing half-hearted wikipedia articles.
