Well, firstly it'll all be in a GUI. The full details of all features are a bit shady at this point but this is how I thought about it:
Instead of doing !who, you'd be able to see all the players in a table and be able to sort it how you wanted. You could right-click on a name and have some options like mute/kick/ban. When a kill is made, it would be shown in the kill-feed and the main table would update. When a cap is made, the score would update. In the status bar you'd see the map, gamemode, score and time left. Instead of querying the bot you'd already have most of the information you'd need.
While you're allowed a fair few channels open in IRC, the program would also allow tabs and connections to different servers - separating it out from the talk channels you'd be connected to in IRC.
There's a console which has colour highlighting, and a 'quick commands' which allows you to do things without having to type them out. A 'change map' option which loads a list of all the maps in the server's /maps/ directory, allowing to place as next map, or automatically do a /map + /advance combo.
Settings would include your alias, an option to hide your alias when performing commands, and your personal 'temp ban time' which would be displayed as default when doing the table right click etc.
I'm also considering ways of showing team-chat in a console somewhere, with some form of toggle.
There's a load of possible extensions to add too (once everything else has been done), the most interesting of which would probably a live in-game map, akin to seeing the map when in spectator mode - see players on both sides walking around etc. I imagine there's loads of other ideas for extensions in the future, half the reason why I created the trello to allow people to post their views and suggestions for new ideas as well as improving/tailoring what I'm already making so it's the best it can be.
