Did you port forward? If you didn't do that, that's the problem :P. If you already port forwarded, you might have missed a step.
After you have normally port forwarded your router, you have to do something with your computer too.
1) Click your internet icon thingy on your windows icon bar (next to the time) and open the Network and Sharing Center
2) On the bottom left, click Windows Firewall, then Advanced Settings
3) Click Inbound rules then find the server, right click it and click enable rule.
If that doesn't work, use pyspades instead, it works much better and you can do a lot more stuff with it too.
