Well what are the dimensions. and how do i make it more accurate

i suggest opening the default semi png and use that red dot and just create your sight around that

What image editing, do you mean? If you want to use it for a variety of things, not only sights, and is a rich bastard, try Photoshop (not) , if you do not have a ridiculous amount of money to spend in a image editing program on the internet, you can:

Try GIMP
Try Paint.net
And, of course, download a pirate Photoshop.
