If the good players wouldn't help their team then you wouldn't gain anything but nothing would be lost. To be honest I actually can't think of a way that a good player would be able to not help their team expect if he would grief/not use it.(doubt a GOOD player would do that though)

Now if something is bad for friendly walls but good for enemy how is that even possible? What is the difference between an enemy fort and a friendly fort? Nothing. I would be very surprised if a griefer would not use an RPG but since you really seem to think that those trolls prefer speed more than mass destruction then I guess we have to just wait and see what is going to be the case.

I'm not saying that the RPG would do uberdamage to enemy walls but no damage to friendly walls. The matter is the way it damages blocks. It opens a bubble. It is good if you want to open a makeshift door on the enemy wall, but if you want to go down with a friendly building, it is much more difficult. Besides, because of the slow rate of fire, someone can quite easily repair the damage the griefer did before he can even shoot another rocket.
TL;DR: The RPG is good for opening makeshift doors, bad for destroying buildings.

I have always thought this game needed some sort of "breaching" weapon for enemy forts. I will welcome this new weapon with open arms, and a thirst for explosions!

Looks fun, but he'll have to make it detonate with less block damage then grenades, and maybe have it fragment so its better for damaging players not structures. Oh and give it bullet drop, so it has a pretty parabola trajectory!

WHAT IF ITS USED BY GREIFERS NGHHHHHHHH *Butthurtness*
*suggests ways it could be implemented without making it good for greifers, killing the idea of the weapon in the process*
Let's just assume greifers wont exploit it for once?!

Aren't we all? It will be nice to have a demolitions weapon. Now we can destroy the fortified towers on pinpoint without having to kill the guys inside and the tactical griefing it to death.
