The only difference is that the rpg/bazooka would make holes in walls that you could walk into. Making round holes isn't very effective for griefing structures. As griefing isn't normally done by removing all the blocks, but instead removing the support under. Which the smger is perfect at, as it can choose each individual block to destroy.
so, smg = griefing structures. rpg/bazooka making big holes in walls you and your friends can climb into, or destroying small walls that enemies are hiding behind.
And since it'll have veeery slow reload time, then I don't see why it would be a griefer weapon. It'll destroy more blocks, but it'll still not grief structures. And we need more explosions in this game, after all. It's a game where everything is destroyable.
Well, if the kind of RPG that is going to be in the game is the HEAT, we would need vehicles first. Wel should either choose between waiting for vehicles or to implement it before, but then we need to choose between AI(Anti-Infantry) and AW(Anti-Wall), with high damage to players and structures, respectively.

We are here because the Universe offers conditions so life can evolve,to the point where(at least one)species,in a small planet around a star lost between millions of galaxies,is able to ask itself:What was my origin? (M. Gleiser)
