Most people do not realize that neither party actually suggests the law, they just argue over it. However, the truth is that the law is actually first proposed by a loyal, neutral U.S. citizen, who is merely trying to take the actions toward a better U.S. government.
By deciding on ideas before their release(the suggestions sections) we can ensure that the said idea will not be so horrible that it will disrupt good gameplay.
People will still bitch and moan, for example, if Ben were to currently put the three weapons up and ask how they should be changed, people will have absolutly no clue how to respond. However, more than likely, the likely answers that would come up the most are
a)restoring rifles accuracy
b)nerfing smg
c)making shotgun more reliable.
Despite having a majority rule, not everyone is happy as you said. So after collaborating people defined how the smg would be nerfed ever so slightly, rifle gaining a small portion of its accuracy back, and shotgun is just flat out ignored something because people just dont seem to give a shit about it right now. A lot of forumers agree to this and sign onto it and ben then implements it. He then releases .8 which is simply a update to reduce lag and rebalence the weapons. However, still not everyone is happy. Some people wanted rifle to be (for lack of a better word buffed), and others wanted it to be nerfed further. Likewise some wanted smg to stay the same, and others wanted it nerfed further. These people then make threads on the forums bringing us back to square one. However Ben decides to ignore them. We still have a bunch of unhappy people, and the only difference now is Ben is simply catering to the majority (actually wait, thats still the same) with no leeway.
The moral of the story, Everyone has different opinions. Putin is a wonderful example.
