Rumor has it that it will be released by the end of the summer, but I wouldn't count on it...

I have a computer with a GMA 950 series and it supports GL_ARB_vertex_program extension.

Intel GMA 950 GPUs do support GL_ARB_vertex/fragment_program (i.e. ARB assembly shaders), but they do not support GLSL, so 1.0 will run on those.
