AA Turret, http://en.wikipedia.org/wiki/8.8_cm_Flak_18/36/37/41, 8,8 cm Flak 18 would be used. 1 Player controls it.
Instant-120 seconds vehicle respawn (Host configurable. Instant would give others a chance to fly the chopper/drive the boat/use AA, as when the player dies he/she has to wait to respawn while another Vehicle could already be deployed.)

Bigger maps? - 1-2 Helicopter and maybe 2-3 boats per team. (Map designer Configurable)
The Vehicle Spawns would be in an indestructible place, players cannot build or destroy there.
The AA guns Would be positioned around the main base. 2-1 Per team depending on how the map designers want it.
When Helicopters crash, they destroy a few blocks (5-7 max to demote crash-griefing) when they touch down, Destroying the chopper.
They would need a near-flat surface to land. (they can hover though to let players dismount.)
Helicopters should have 750 HP and take 50% less gun damage.
Boats should have 500 HP and take 20% less gun damage.
Flak Cannons should have 1000 Hp and take 70% less gun damage.
(They are Anti-helicopter base camping defense after all.)
Flak Cannons would do a full 200-550 damage each hit to a chopper.
(helicopter would be hit severely off course when it is a direct hit.)
They aim on an axis of 30-75 Degrees. Better if placed high up. Relatively inaccurate at medium-far range. Has Bullet Drop because shell the is so heavy.
(destroys 3x3 when hitting blocks or not destroying blocks at all. Should be an option to the host)
In bigger maps better visibility too. Maybe see 30% further more than before.
REMEMBER you can be killed while using a vehicle.
The indestructible spawning area for vehicles would be around 10x10 or 15x15.
Also if you fly a helicopter and die, you should have to wait 2-5 minutes to fly another one again to let others fly.

So basically
-Vehicle spawns cannot be griefed
-AA gun cant do serious damage to structures (because of the Axis limit.)
-Boats to speed through enemy lines. (You can be ambushed!)
-Everyone will eventually get a turn!
-Crashing helicopters into buildings will not destroy many blocks! (It can crush other players though!)
-Helicopters to help capture Intel, capture bases on Tug Of War, or to just have fun :D
-If you fly to low in a helicopter, you can be shot through the cockpit!
-No new weapons needed!
