The problem with that is the positioning of the command tent. If it is randomly placed at a very bad spot then your team will be at a massive disadvantage. At the moment it is quite a disadvantage - if you play assault and the enemy has the tent at the front while yours is at the side far away from the attack route, then you are basically screwed. Well, it's not quite as extreme as that, but the disadvantage is significant.
If we removed weapon change at any location except tent then it could magnify this. Of course, make makers can manually place tents, and I assume you could still use . to respawn and then walk to the tent (which should be at least within a half the map's distance).
I think the death penalty is enough to encourage people to use the tent - at least among high level players to whom 1 death is quite bad. But to others who are happier charging deaths are nothing. I guess because the penalty is so subjective it is difficult to balance...
