What does thumb.db mean?

Okay, often when i download mods there is a file called thumbs.db in the folder where the mod is, anyone know what it is?

It's an image thumbnail cache. To stop Windows XP from creating this file:

1) Open My Computer
2) Click on Tools
3) Click on Folder Options
4) Click on the View Tab
5) Place a check in the option "Do not cache thumbnails"
6) Click Ok

Im not using windows XP, im using 7. You think there is a solution for that too?
