How do you make an announcement?

I've noticed that people have been able to add announcements to their clan pages, yet the option is disabled? When I create a new post, the only other option I have is sticky.

There have been about 20 other topics about the same exact thing. Clan Leaders can no longer make announcements due to people making global announcements and the fact that the ability to make global announcements and announcements are the same permission.
